On Friday, two men were charged with capital murder in the strangulation death of 12-year-old Jocelyn Nungray in Harris County, Texas. The suspects, identified as Venezuelan nationals Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, reportedly entered the country illegally. They are scheduled to appear before Judge Josh Hill on Monday.
Court documents reveal that on June 17, the men lured Jocelyn under a bridge, where they held her for two hours. She was tied up, with her pants removed, and ultimately killed before her body was thrown into a bayou. Her remains were discovered in Greenspoint Creek on Monday.
Houston Police Department Lieutenant Stephen Hope stated that surveillance footage and other evidence led to the identification of the suspects. The men were recorded on camera leaving a restaurant on foot and meeting Jocelyn on Kuykendahl Road.
The three then walked to a convenience store before heading to a bridge, where the girl was strangled. The suspects then continued to their residence.
Jocelyn’s body was found in a shallow creek on West Rankin Road, near her home, by a resident. Investigators believe she left her house around 10 p.m. on Sunday. Her mother reported seeing her daughter when she went to bed that night.
Martinez and Pena were arrested Thursday at the Canfield Lakes Apartments on Northborough Drive. Both men were reportedly construction workers.
US Border Patrol had previously apprehended Martinez on March 14 and Pena on March 28 near El Paso, Texas. They were released and ordered to appear in court at a later date.
